29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: On or about January 20, 2020, and times prior thereto, the employer failed to ensure all employees were trained in the companys energy control (Lockout Tagout) program so they could recognize potential energy sources and control those energy sources prior to working on a wheeled Caterpillar loader model 938M. Employees were trying to repair a suspected hydraulic hose line leak. The employees were exposed to an unexpected start-up and/or unexpected movement of the loader. Employees were exposed to a crush-by hazard.
