Text For Citation: 01 Item/Group: 003 Hazard:
29 CFR 1910.120(q)(6): Training. Training shall be based on the duties and function to be performed by each responder of an emergency response organization. The skill and knowledge levels required for all new responders, those hired after the effective date of this standard, shall be conveyed to them through training before they are permitted to take part in actual emergency operations on an incident. Employees who participate, or are expected to participate, in emergency response, shall be given training in accordance with the paragraphs 1910.120(g)(6)(i) through 1910.120(q)(6)(v): a. On or about October 9, 2019, the employer failed to provide and certify training for employees expected to participate in emergency response as depicted by the Lane Aviation Spill Prevention Control and Countermeasures Plan. There were no employees trained to elements for First Responder Awareness Level, First Responder Operations Level, or On Scene Incident Commander for actions delineated in the employer's plan. Employees performed required duties that involved transfer and transport of flammable liquids related to Fuel Tank Farm operations, aircraft fueling operations and associated vehicle operations with these activities on a daily basis.
