29 CFR 1910.147(c)(4)(ii)(B) The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: (a) East Soup Room - Soup Production Line, Kettle #2 attached Viking Pump Unit : On or about June 25, 2019, the procedures developed by the employer did not fully outline the procedures for shutting down, isolating, blocking, and securing the Viking pump unit during the clean place activities (CIP). An employee was exposed to hazards created from thermal energy generated from hot water and cleaning chemical added to the water. In the alternative... 1910.212(a)(1): Machine guarding was not provided to protect the operator and other employee(s) in the machine area from hazards such as those created by point of operation. (a) East Soup Room - Soup Production Line, Kettle #2 attached Viking Pump Unit. The employer did not insure barrier guarding or interlocks were implemented as part of an integrated safety system. This allowed the employee(s) engaged in a clean in place (C.I.P.) operation to access the energized system through a pipe clamp on the output side of the Viking pump while in an energized state, exposing the employee(s) to scalding hot water and cleaning chemicals at high pressure.
