29 CFR 1910.333(c)(3): "Overhead lines." Where work had to be performed near overhead lines, the lines were not deenergized and grounded, or other protective measures were not provided before work was started. Where the lines were to be deenergized, arrangements were not made with the person or organization that operated or controlled the electric circuits involved to deenergize and ground them. JOBSITE: The employer did not ensure that arrangements with the person or organization that operated or controlled overhead energized 13.8 kV power lines to de-energize and ground them prior to employees performing tree removal of ash trees using a vehicle-mounted aerial lift (aerial lift) which was well within the minimum approach distance of the energized electrical power line. On or about 06/05/2019, the above aerial lift bucket truck (truck) came in contact with the energized 13.8 kV power line, and the employee on the ground came in contact with the truck and sustained severe electric burns to the body.
