29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. On or about 5/08/2019, Luis Pene DBA Luis Pene was removing and installing roofing materials on a roof of a residential building located at 75 Casey Court in Wentzville, MO. The ladder the owner and employees were using to access the second story roof was not extended three feet beyond the landing or edge of the roof.
