29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(B) and (c)(4)(ii)(C): On or about April 25, 2018, the employer did not ensure the control of hazardous energy procedures for the Frank-O-Matic machines clearly and specifically included all of the rules and techniques used by sanitation employees to control the electrical and pneumatic energy when cleaning the machines. The employer's procedures did not include the specific procedural step for the isolating and blocking of the hazardous electrical and pneumatic energy [per 1910.147(c)(4)(ii)(B)], and placement of lockout devices [per 1910.147(c)(4)(ii)(C) requirements].
