29 CFR 1926.1053(b)(4): Ladders shall be used only for the purpose for which they were designed. On or about August 7, 2017, during the construction of a waste water treatment plant located at 1206 Broad Street Extension, Conneaut, Ohio, the employer did not ensure a portable fiberglass stepladder was used for the purpose it was designed. The stepladder was used by employees in the closed position and leaned against a wall to gain access to an upper landing surface (top of grit tank wall).
