29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) were not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph. On or about 14 July 2017, and at times prior thereto, three workers accessed a three tiered tubular-welded frame scaffold to perform masonry work in which the scaffold was not tied into the building, exposing the workers to a fall hazard of approximately 14 to 15 feet to the concrete below.
