29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: The employer is failing to protect employees from caught between and struck-by hazards associated with operating and maintaining equipment without having developed or implemented written specific procedures for securing stored energy. This was most recent occurrence of this was evident during the inspection of the facility located at 13800 S. 54th Street, Roca, NE; where the employer has maintenance employees replacing/repairing the tarp control arm assembly on side dumper trailers without having developed and implemented written procedures that outline the step by step process necessary to safely release the stored energy for that equipment. Instances of exposure include but are not limited to: i. Employees maintaining the trucks and trailers have never seen or heard of written specific procedures. ii. Employees repairing/replacing tarp control arm assemblies without having written procedures available. iii. Employees maintaining the Freightliner material trucks (dump trucks) dump bed without having written procedures available.
