29 CFR 1910.217(c)(3)(vii)(d): Two hand controls used with mechanical power press(es) were not fixed in position so that only a supervisor or safety engineer was capable of relocating the controls: a. Napoleon Spring Works, Inc. - Archbold, Ohio: On or about November 2, 2016, the employer failed to ensure the two hand controls for the gray Warco press were located in a fixed position so that only a supervisor or safety engineer could relocate the controls. Employees operating the press were exposed to amputation hazards in that the two hand controls were able to be easily relocated. b. Napoleon Spring Works, Inc. - Archbold, Ohio: On or about November 2, 2016, the employer failed to ensure the two hand controls used for single stroke operation of the #301 Stamtec power press (G1-80-S; s/n 0153) were located in a fixed position so that only a supervisor or safety engineer could relocate the controls. Employees operating the press in a single stroke mode were exposed to amputation hazards in that the two hand controls were able to be easily relocated.
