Executive Order 12196 Section 1-201(a) of the Occupational Safety and Health Programs for Federal Employees: The Head of the Agency did not furnished employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious harm to employees in that employees were exposed to the hazard of crushing: a) The sides and back of all the "PR" series hydraulic machines were not guarded by screening or other appropriate means. When the machines are operated, unprotected shear areas are created where employees could be caught. The following machines need guards: PR #2, PR #4, PR #37, PR #45 and PR #47.
