29 CFR 1926.651(i)(2): Excavation below the level of the base or footing of any foundation or retaining wall that could be reasonably expected to pose a hazard to the employees was not prohibited. On or about June 14, 2016, excavation below the level of the base foundation of an adjacent building was conducted without having a support system in place. This exposed employees to cave-in hazards.
