29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided. The employer does not provide proper access to the employees where there is a break in elevation of 19 inches or more, or no ramp, runway, sloped embankment, or personnel hoist was provided. This violation was observed at the construction site on February 2, 2015 where and employee was exposed to an approximate 8 foot fall hazard when an employee was ascending and descending the roof of a residential construction using the frame of the structure. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that employees are provided Stairway(s) or ladder(s) at all personnel points of access when there is a break in elevation of 19 inches (48 cm) or more, or a ramp, runway, sloped embankment, or personnel hoist are provided.
