Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) sources of static electricity which were likely to cause inadvertent deflagration, detonation and fragmentation of explosive materials in that a static electrical monitoring program was not established to monitor and prevent static electricity in Building 037 Assembly Bay as demonstrated by: a) failure to measure humidity within the area, b) use of air hose around prime case machine, c) lack of grounding of employees who used a nonconductive box for access to the Kingsbury Prime Case machines feeder bowl.
