29 CFR 1910.119(f)(1)(i): Operating procedures. The employer shall develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and shall address at least the steps for each operating phase of the batch mixing process. Steps for each operating phase (A): Initial startup; (B): Normal operations; (C): Temporary operations; (D): Emergency shutdown including the conditions under which emergency shutdown is required, and the assignment of shutdown responsibility to qualified operators to ensure that emergency shutdown is executed in a safe and timely manner. (E): Emergency Operations; (F): Normal shutdown; and, (G): Startup following a turnaround, or after an emergency shutdown. (a) On or before May 31, 2024, the employer had not developed and implemented written standard operating procedures (SOPs) as required by (f)(1)(i)(A) through (f)(1)(i)(G) for their production processes, such as but not limited to the batch mixing process, that regularly included mixing of the flammable chemicals listed on the batch tickets, with a flash point calculated to be 73 �F, in excess of 10,000 pounds on the Dry Charge Deck to make printing ink for flexible packaging.
