29 CFR 1910.134(a)(2): The respiratory protection program did not cover each employee required by 29 CFR 1910.134 to use a respirator: (a) On or around March 28, 2017, a Blender adding various ingredients to Blending Cell Two (2) to make Mocha flavoring was exposed to Total Dust (Particulates Not Otherwise Regulated) at a concentration of 18.50 mg/m3 during a 483 minute sampling period. This exposure was approximately 1.23 times the permissible exposure limit (PEL) of 15 mg/m3. Appropriate respiratory protection was not provided, in accordance with the employer's Respiratory Protection program and in accordance with the requirements of the of the Respiratory Protection standard, to protect Blenders from the respiratory hazards of airborne dust. (b) On or around March 28, 2017, a Blender adding various ingredients to Blending Cell Six (6) in the Stage 1 room to make Wildberry flavoring was exposed to Total Dust (Particulates Not Otherwise Regulated) at an 8-hour time weighted average of 42.51 mg/m3 , approximately 2.83 times the permissible exposure limit (PEL) of 15 mg/m3. Exposure calculations included a zero increment for the 11 minutes not sampled. Appropriate respiratory protection was not provided, in accordance with the employer's Respiratory Protection program and in accordance with the requirements of the of the Respiratory Protection standard, to protect Blenders from the respiratory hazards of airborne dust.
