29 CFR 1910.23(c)(3): Regardless of height, open-sided floors, walkways, platforms, or runways above or adjacent to dangerous equipment, pickling or galvanizing tanks, degreasing units, and similar hazards were not guarded with a standard railing and toe board: a. At the 900 ton guillotine shear, employees were exposed to a fall hazard, in that, the small catwalk from the operator's control area to the edge of the shear charge table was open sided and employees could fall into the table while the shear was in operation.
