29 CFR 1915.14(b)(1)(iii): Hot work was permitted in the engine room or boiler spaces, for which a Marine Chemist or a Coast Guard authorized person certificate was not required under paragraph (a)(1)(i) of this section, before being tested by a competent person and determined to contain no concentrations of flammable vapors equal to or greater than 10 percent of the lower explosive limit. F/V Alpine Cove, St Hermon Harbor, Kodiak, AK: On or about 6 June 2014 and times prior thereto, the employer permitted hot work in the engine room on a R-22 Freon refrigeration unit without testing by a competent person. This condition exposed employees to fire and explosion hazards.
