29 CFR 1926.451(d)(17): Manually operated hoists shall require a positive crank force to descend: a) On or about December 2, 2013- at a jobsite located at 4100 W. Washington Blvd, Chicago, IL - an employee was performing tuckpointing operations from a two point suspended scaffold that did not require a positive crank force to descend, thereby exposing the employee to falls hazards of approximately thirty (30) feet.
