29 CFR 1910.147(c)(4)(ii) (B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: a.Unit #2 - Waste Heat Boiler (WHB) Platform: On or about 6/4/09, the employer's LOTO procedures failed to outline the steps utilized for the control of potentially hazardous energy including, but not limited to: a) means of isolating WHB Blow Down Drum from hazardous energy sources (upstream boiler). b) means of draining the WHB Steam Drum. c) means of relieving stored energy. d) means of preventing re-accumulation of hot water and condensate in the WHB Blow Down Drum. NOTE:Certification and documentation of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c) and (d), respectively.
