29 CFR 1910.333(c)(2): The employer did not ensure that only qualified persons were working on energized circuits and that qualified persons were familiar with the proper use of special precautionary techniques, personal protective equipment, insulating and shielding materials, and insulated tools. a. MTD Products, Inc. dba Stanley Black & Decker - Willard, Ohio: The employer did not ensure that workers who accessed the 480-volt\60 amp oven control electrical distribution panel for troubleshooting tasks were qualified. Employees were not trained on procedures for working safely on energized parts in that employees were not familiar with the proper personal protective equipment while voltage testing energized parts. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.
