29 CFR 1910.29(b)(3): Guardrail systems are capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied in a downward or outward direction within 2 inches (5 cm) of the top edge, at any point along the top rail; a) On or before July 25, 2023, the employer did not ensure each guardrail system was capable of withstanding 200lbs of force in that the guardrail is damaged and bent, with more than 2 inches of deflection in the top rails, exposing employees to a fall distance of 6 feet.
