29 CFR 1910.147(e)(3): When the authorized employee who applied the lockout or tagout device was not available to remove it, and the device removal is completed under the direction of the employer, specific procedures and training were not developed, documented and incorporated into the employer's energy control program: a.) International Timber & Veneer, LLC, on or about 6/28/23 and times prior thereto: employees periodically conducted service, maintenance, and repairs on equipment including but not limited to the Boiler. The energy control procedure developed for use during removal of a lockout device by someone other than the authorized employee who applied it situations, were not specific and/or require specific procedural steps prior to and after the removal of the lock. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
