29 CFR 1926.1060(a)(1): The employer did not ensure that each employee was trained by a competent person which would enable each employee to recognize hazards related to ladders and stairs, and the procedures to follow to minimize those hazards. a. On or about January 03, 2023, at 14601 Hope Center Loop, Fort Myers, Florida, an employee was using a self-supporting (A-Frame) ladder to install metal pipe hangers and plastic pipes into/ along a ceiling, during which time the employee ascended and descend the ladder with pipe fittings and a can of pipe glue in his hand(s), wherein the employer had not provided a training program which would enable the employee to recognize this hazard related to ladders and to enable the employee to follow procedures to minimize or eliminate this hazard, due to the fact that the employee was unaware of the hazards and procedures associated with (1) maintaining three points of contact at all times when ascending and descending the ladder and (2) not carrying loads or objects that could cause him to lose his balance; therefore exposing the employee to a fall hazard.
