29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) Spray Booth: An employee was exposed to 4,4-diphenylmethane diisocyanate (MDI) at a concentration of 0.3392 milligrams per cubic meter of air, approximately 1.7 times the Permissible Exposure Limit (Ceiling) of 0.2 milligrams per cubic meter of air. Sampling was performed for 25 minutes on January 12, 2021. The employer did not implement feasible administrative and/or engineering controls to reduce employee exposure levels to below the Permissible Exposure Limit for MDI. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED The employer, Strong Industries, Inc., was previously cited for a violation of this Occupational Safety and Health Standard, which was contained in OSHA inspection number 1435502, citation number 01, item number 02c, and was affirmed as a final order on April 1, 2020, with respect to a workplace located at 3204 Point Township Drive, Northumberland, PA 17857. GENERAL METHODS OF CONTROL APPLICABLE IN THESE CIRCUMSTANCES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING: - Increase ventilation inside the spray booth. - Install and utilize a manometer to measure the resistance of airflow across the spray booth filters. As the filters become clogged with overspray, a pressure increase can be observed on the manometer. Using exposure monitoring data in combination with the manometer, determine and mark a point on the manometer whereby the increased pressure indicates sufficient airflow is no longer being achieved and it is time to change the filters. - Fully enclose the existing spray booth by using a filtered entry doorway that allows for make-up air to enter the booth. - Increase housekeeping inside the spray booth and exhaust fan ductwork. - Automate the spray booth process.
