29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On June 17, 2020, located at site address 6039-6199 Princeton Rd., Hamilton, OH, an employee performing flagging operation exposed to struck-by hazards by vehicular traffic during a Temporary Traffic Control Zone in that the employee had not been instructed by the employer in recognition and avoidance of unsafe conditions to control or eliminate any hazards associated with flagging operations.
