29 CFR 1910.147(c)(4)(ii)(B): Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy; The employers written lockout/tagout program did not include procedures that clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of unexpected energizing, start up or release of stored energy. Employees gaining access to the machines who perform servicing, maintenance, and cleaning operations were exposed to caught in hazards. Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d) Pearl Valley Farms, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(4)(ii)(B), which was contained in OSHA inspection number 1199638, citation number 1, item number 1a and was affirmed as a final order on 03/09/2017, with respect to a workplace located at 968 S. Kent Rd, Pearl City, IL. 61062.
