29 CFR 1910.138(a): General requirements. Employers shall select and require employees to use appropriate hand protection when employees' hands are exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasions; punctures; chemical burns; thermal burns; and harmful temperature extremes. On or about January 28 2020, three employees (temporary and permanent) were exposed to explosion and/or fire hazards that resulted in second degree burns to the hands, arms, and face when a High Speed Line operator manually picked up an unbounded and ungrounded plastic 55-gallon drum to transfer a flammable windshield car cleaning product (TBS-C15A) to another unbounded, ungrounded plastic 55-gallon drum (back drum). The employer did not require the use of adequate hand protection to protect against burns to the hands. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
