29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers did not conform to Part VI of the Manual on Uniform Traffic Control Devices, (1988 Edition, Revision 3 or the Millennium Edition), which are incorporated by reference in ��1926.200(g)(2). a. Vaughn Industries, Inc. worksite located on County Road 40 in Sullivan, Ohio: On or about April 9, 2019, the employer did not ensure employees who were exposed to struck-by hazards from vehicular traffic while performing flagging operations were positioned in the safest possible location. One feasible and acceptable method to correct this hazard is to develop and implement a site specific traffic control plan which identifies explicit procedures for traffic control and flagging operations. This plan should consider and reference factors such as but not limited to: set up of the work zone including transition zones, flagger locations, placement of warning signs, and work zone inspections according to ANSI A10.47 - 2009 Work Zone Safety for Highway Construction and the Manual for Uniform Traffic Control Devices 2000 ed.
