29 CFR 1910.119(l)(3): Employees involved in operating a process and maintenance and contract employees whose job tasks would be affected by a change in the process were not informed of and trained in the change prior to start-up of the process or affected part of the process. On September 7, 2016 and at times prior thereto, the employer at Marathon Galveston Bay Refinery made modifications to the discharge piping of the P1008B Depropanizer Reflux Pump and did not inform maintenance employees whose jobs are affected by the change prior to startup of the affected section of the process.
