29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: Note: Toeboards are only required when persons can pass, there was moving equipment or there was equipment with which falling materials could create a hazard: a/ Inside of the Crunden Martin Facility, specifically adjacent to Loading Dock #1, an open-sided floor measuring approximately 15'L X 4.5'W was completely unguarded. The fall distance to the basement below was approximately 15 feet.
