Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a potential amputation hazard or other injury: (a) For employees operating the freight elevator and exposed to potential for injury created by unapproved lighting. Among other methods, one feasible and acceptable abatement method to correct this hazard is to follow the requirements set forth in ANSI/ASME A17.1-1984 rule 207a: Illumination and Outlets Required. Cars shall be provided with an electric light or lights conforming to the following: Not less than two lamps shall be provided. The minimum illumination at the car threshold, with the door closed, shall be not less than: For freight elevators 2 1/2 foot candles (27 lux).
