29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At the jobsite, on or about 4/26/12: Employees were accessing the roof from the top platform of a scaffold by using a 4 foot step ladder that was leand, unopened, against the eave of the house, and did not extend at least three feet above the upper surface. Abatement certification must be submitted for this item.
