29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to items [A]-[D]: (a) During the month of January 2024 and thereafter; the "Machine Specific Lockout-Tagout Procedure for Kloster sand mixer for L150 core machine" did not include the scope, purpose, authorization, nor provided specific procedural steps to test and verify the effectiveness of the lockout devices for the pneumatic energy source. (b) On or about March 9, 2024, and thereafter, the "Machine Specific Lockout-Tagout Procedure for the L150 Core Machine" did not include the scope, purpose, authorization, nor provided specific procedural steps to test and verify the effectiveness of the lockout devices for the pneumatic and gas energy sources.
