29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement. Location: Worksite On or about January 31, 2024, employees were exposed to fall hazards of 25 feet where the employer did not ensure that scaffold footings were stable. The employer has previously failed to ensure that footings were level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement, as observed by CSHO on January 31, 2024, and for the prior 451(c)(2)(i), or equivalent, serious violations of this standard by this employer: a.) OSHA previously issued three citations alleging Serious violations of this occupational safety and health standard, or equivalent standards, 29 CFR 1926.451(a)(1), 29 CFR 1926.451(g)(1), and 29 CFR 1926.454(a), which was contained in OSHA inspection number 1370196, citation numbers 1 item number 1, citation number 1 item number 2a, and citation number 1 item number 2b, and was affirmed as a final order date on 2/19/2019, with respect to a workplace located at 20 Village Hill Rd., Belmont, MA 02478 where an employee fell more than 16 feet from a roof bracket scaffold system down to the driveway below.
