29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: 188 Lafayette Street, New Haven, CT: On or about June 2, 2023, the guardrail system adjacent to the collapse area wobbled and was not constructed to be capable of withstanding 200 pounds of force for the workers at a height of more than 10 feet performing tasks such as (but not limited to) concrete work on the second floor above grade.
