29 CFR 1910.120(q)(2)(i):The emergency response plan did not address, to the extent not addressed elsewhere, pre-emergency planning and coordination with outside parties: On or about February 20, 2023, employees responded to a sulfur dioxide release with exposure levels of up to 300ppm. The employer did not have a specific emergency response plan to address pre-emergency planning and coordination with outside agencies, did not describe procedures to notify outside parties and the role each party should play, did not address the expected role of outside parties in provided emergency response and did not address existing factors that could delay, or prevent parties from responding.
