29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. On or about December 16, 2020, the employer failed to ensure that there were machine specific procedures in place containing the steps required for ensuring proper lock out tag out of the Borghi brush making machines. Employees were tasked with drill bit change outs and machine set ups on the Borghi brush making machines. Employees are exposed to hazards such as but not limited to being struck by or caught in between various parts of the machine due to stored energy being released (electrical, pneumatic and mechanical).
