29 CFR 1910.107(b)(5)(i): The spraying operations (except electrostatic spraying operations) were not designed, installed and maintained such that the average air velocity over the open face of the booth (or booth cross section during spraying operations) was not less than 100 linear feet per minute. Electrostatic spraying were conducted when the air velocity over the open face of the booth was less than 60 linear feet per minute (or more, depending on the volume of the finishing material being applied and its flammability and explosion characteristics). Visible gauges or audible alarm or pressure activated devices were not installed to indicate or insure that the required air velocity was maintained. Filter rolls were not inspected to insure proper replacement of filter media. On or about October 29, 2019, the employer did not ensure that the average air velocity over the open face of spray booths was not less than 100 linear feet per minute and/or visible gauges or audible alarm or pressure activated devices were not installed to indicate or ensure that the required air velocity was maintained at the following spray booths: a. Powder shop, 1st cabinet spray booth for powder coating (combustible dust), b. Powder shop, 2nd cabinet spray booth for powder coating (combustible dust), c. Powder shop, 3rd cabinet spray booth for powder coating (combustible dust), d. Powder shop, cabinet spray booth for liquid primer (flammable liquid), e. Powder shop, spray booth for cup gun spraying of liquid coatings. f. Plating building, spray booth for aerosol can paint (flammable liquid) spraying. Employees sprayed liquid coatings (flammable liquids) and powder coatings (combustible dusts) within spray booths and/or at cabinet spray booths and were exposed to fire and explosion hazards.
