29 CFR 1910.147(c)(4)(ii): The procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: On or about 4/29/2019, the company's program for the control of hazardous energy was deficient in that the employer failed to include a specific statement of the scope, intended use for the procedure(s), authorization, rules, and techniques to be followed by employees when locking out hazardous energy sources at the facility. Energy sources used at the site include, but are not limited to; electricity, pneumatic energy, and gravity feed operations.
