29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: a) Construction site, second floor - On or about October 4, 2018, employees used a mobile scaffold that had inoperative wheel locks to work at approximately five feet above the lower level and to access an elevated work area in the trusses .
