29 CFR 1910.420(b)(1): The safe practices manual did not contain a copy of the diving standards and the employer's policies for implementing the requirements of the diving standards: Pacific Ocean off the coast of the Silver Strand, 32.39.3962N/117.09.6871 (LAT/LONG): On August 22, 2018, employees were performing SCUBA diving operations to mark a sunken road line. A SCUBA diver was not line-tended and lost consciousness underwater and drowned as a result. The employer's Underwater Diving Operations Diving Program lacked methods for complying with the standard, such as removing injured workers from the water and line-tending divers.
