29 CFR 1910.1200(e)(1): Employer did not develop or implement a written hazard communication program which at least included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): The Andersons, Inc. - Maumee, Ohio: On or about August 9, 2017 employees were exposed to engulfment hazards from flowing cement powder while cleaning a pressure differential hopper bottom railcar (TGMX 440181) at the company's railcar repair yard. The employer did not implement methods to inform employees of the hazards associated with non-routine tasks, such as cleaning out cement powder in railcars.
