29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: a. Located at the workplace, the employer did not adequately develop a specific energy control procedure for employees performing servicing and maintenance activities at the Slitter 1 processing line. The procedure did not include all hazardous energy sources, such as pneumatic and gravity. The procedure did not include specific procedures to dissipate stored hydraulic energy.
