Text For Citation: 01 Item/Group: 002A Hazard:
29 CFR 1926.454(b): The employer shall have each employee who is involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold trained by a competent person to recognize any hazards associated with the work in question. The training shall include the following topics, as applicable: 29 CFR 1926.454(b)(1) to 29 CFR 1926.454(b)(4). Identity Services LLC, Geneva Commons job site: on or about February 3, 2017, employees involved in moving and operating the Elliott HI Reach model ECL 3 55 CH aerial lift were not trained by competent person to recognize crushed-by, caught-in, and struck-by hazards. Such employees were permitted to extend and maneuver the aerial lift's platform (basket) within the confined area of a bell tower's upper structure in close proximity to overhead hazards. Employees were exposed to unintended activation of the lift's upper operating controls likely to result in injury. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
