29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At Romar Towers Orange Beach, Alabama: On or about March 19, 2015 and at times prior; the employer failed to ensure a ladder used on site for employees to gain access to and from the roof extended three feet past the landing area exposing employees to a fall hazard of 6.3 feet to the ground below.
