29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees selected by, and under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. a) Jobsite: East scaffold  On or about 5/20/14, no competent person supervised or directed the erection and alteration of the east supported tubular welded frame scaffolds in a manner that ensured the safety of the worker to the extent that was feasible. Employee used the scaffold to perform masonry operations approximately 20 feet above ground level. b) Jobsite: West scaffold  On or about 5/20/14, no competent person supervised or directed the erection and alteration of the west supported tubular welded frame scaffolds in a manner that ensured the safety of the worker to the extent that was feasible. Employee used the scaffold to perform masonry operations approximately 26 feet above the lower level.
