29 CFR 1910.24(b): Fixed stairs were not provided for access from one structure level to another where operations necessitated regular travel between levels, and for access to operating platforms at any equipment which requires attention routinely during operations: (a) Coater 6, unwind end, west side; No stairs were provided for employees to access the machine while conducting servicing and maintenance to include splicing materials. Employees used an approximate 32" tall electrical panel, a 23" tall electrical motor cover and a 13.5" tall 5 gallon bucket as steps.
