29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement: a) The employer does not require scaffolds to be erected on footings that will not settle; or would cause them to become displaced. This violation was most recently observed on May 31, 2013 and June 3, 2013 at the worksite located at 1900 Northern Boulevard in Manhasset, NY where two employees were not protected from scaffold collapse and fall hazards, of 26'-6" to the ground, on the northeast fabricated frame scaffold, which was erected on footings that were settling under the loaded weight of the scaffold. To abate this violation, the employer must ensure that its scaffolds are properly erected on footings are level, sound, rigid, and capable of supporting the loaded scaffold, without settling or displacement; and that no employee shall be permitted to access a scaffold unless those conditions exist.
