29 CFR 1926.452(c)(4): Where uplift can occur which would displace scaffold end frames or panels, the frames or panels were not locked together vertically by pins or equivalent means. On or about February 22, 2013, the employer did not ensure the end frames were locked together to prevent uplifting when materials are being loaded onto the tubular welded frame scaffold. Employees were exposed to struck by hazards or fall hazards due to a scaffold collapse.
